Air Canada and Air Canada Rouge’s Submissions to the Labour Program, Employment and Social Development Canada: Probe on Unpaid Work in the Airline Sector

On August 18, 2025, the Minister of Jobs and Families announced that the government is launching consultations with stakeholders to determine whether flight attendants are being compensated in accordance with Part III of the Canada Labour Code (“Code”). 

Representatives of Air Canada and Air Canada Rouge actively participated in all four (French and English) of the virtual consultations on this matter hosted by the Labour Program in September and October 2025. 

Air Canada and Air Canada Rouge value the work and commitment of our over 10,000 flight attendants and are proud of the collective agreement we recently negotiated which was achieved without concessions from the union and included improvements to wages, pensions and benefits, and a mutually agreed to modernization of compensation with the addition of a “Ground and Cabin Security Premium” for work performed on the ground.
