The implementation of the Canada Border Services Agency (CBSA) eManifest eHousebill filing initiative for freight forwarders came into effect on January 4, 2021.
For all freight destined to Canada, freight forwarders and brokers are required to electronically report ACI (Advance Commercial Information) data using the eManifest housebills for all consolidated freight.
Air Canada is now able to receive D4 Notices from CBSA electronically, authorizing the release of shipments. As such, it is no longer necessary to send deconsolidated messages and release notifications to Air Canada.
As per CBSA, Air Canada is required to report the Master Air Waybill information accurately and our customers (ie, freight forwarders and customs brokers) are tasked with the responsibility to report consolidated housebills via the eManifest Portal. The timeframe for submitting advance information to the CBSA is a minimum of four (4) hours prior to arrival of the flight. Once the grace period ends on July 4, 2021, failure to submit the advance information on time will result in clearance delays and Administrative Monetary Penalties (AMPs) issued by the CBSA.
Destination Process for Flying Trucks
We are currently working with CBSA to review the D4 notices and eManifest submissions related to flying trucks (shipments booked on Air Canada arriving via truck from the US terminating in Canada). The current process at destination must be adhered to as follows:
- Air Canada submits the WACM upon arrival of the freight at final destination.
- Since there is no ACI filing for flying trucks, consignee (forwarder or broker) must notify the CBSA officer at the port of arrival that their shipment travelled on a flying truck.
- CBSA officer completes the Manual ACI entry and issues the release directly to the clearing party.
- Clearing party must then provide the D4 notice with the clearance stamp in-person to Air Canada. If an eManifest electronic submission is completed, then the release status must be sent via email to Air Canada at firstname.lastname@example.org.
